These are the technical structures that support a society, such as roads, water supply, power grids, flood management systems and communications; all of which are largely owned and managed by local and national governments. However, there has been rapid progress to privatize these services. Africa is rich in natural resources and infrastructure is critical to realizing its potential as the resources tend to be in the interior. To get the resources to world markets, waterways are needed and road, rail, ports and power lines must be put in place or upgraded. Paul Jourdan, a consultant with the African Development Bank was in March 2008 quoted in a report saying that infrastructure in sub-Sahara Africa is the key to fighting rural poverty. The report acknowledged that African leaders and donor nations are strongly committed to putting measures that will enable the delivery of adequate and quality infrastructure. This has been prompted by recognizing that adequate infrastructure is needed to attract larger investments, available only from private funding.
