Project: Setting up of an ICT equipment manufacturing plant in Zambia.
Project description: Investors are welcome to manufacture ICT equipment locally. These include computers, TVs, telephone handsets and other electronic goods.
Promoter: Ministry of Communications and Transport
Project location: Multi-Facility Economic Zones (M-FEZ) in the capital Lusaka and Copperbelt province.
Market analyis
Zambia currently imports most of its ICT equipment and electronic goods mainly from Asia, and South Africa supplies basic
ICT equipment. Potential investors have access to the local market and regional markets such as of Southern African Development Community (SADC) and Common Market for Eastern and Southern Africa (COMESA), where Zambia holds membership.
Availability of inputs: These include affordable and skilled local labour, and land.
Infrastructure: Transport infrastructure and logistics handling for import and export by rail and road is through Dar-es-salaam in Tanzania and Durban in South Africa respectively. Zambia has Air Cargo routes to major destinations in Asia and Europe.
Expectations of the project promoters:
The promoter, through the National ICT policy (www.mct.gov.zm), desires to make ICT equipment locally available and affordable to citizens. The promoter also expects a reduction in cost of ICT
equipment as well as creation of jobs in manufacturing/assembly of computers and electronics.
Incentives available
Local manufacture and assembly of ICT equipment has been declared a priority under the ICT sector incentives in the Zambia Development Authority (ZDA) act. General incentives are provided for in various Acts.
Licences: Must meet requirements such as the Environmental Impact Assessment and comply with the provisions of the Companies Act.
