Rwanda's ICT sector has been growing steadily over the last ten years spurred by the governments’ vision 2020 which is geared towards adopting an ICT based economy. The total size of the sector had surpassed the $50 million mark by 2007.
The Rwanda Development Board (RDB)is promoting the establishment of business process outsourcing (BPO) companies to handle financial accounting and human resource services to cater mainly for the non-govenmental organisations (NGO's) operating in the country.
There are approximately 50 NGO’s in the country who would be the
key beneficiaries of outsourcing services. NGO’s in Rwanda are keen to outsource skills outside their core competencies of relief, education and social development.
Another source of business is the large number of international companies who opt to outsource some business operations, especially accounting and human resource management.
The BPO companies will be located in Kigali City and are estimated to cost US$532,700 to set up. The expected rate of investment is 32% in the first year, and 59% in the fifth year.
Reasons to invest in BPO firms
• The country’s ICT driven development agenda
supports establishment of BPO’s
• Availability of qualified labour proficient in English and French
• Investors have access to incentives including tax exemptions.
The RDB is also promoting the following opportunities in the ICT sector.
• Computer repair and assembly
• Technical training institutes for maintenance and specialized courses
• Establishment of call centres
• Offshore software development using the skills from locally trained programmers and software engineers
• Web design and E-commerce solutions
• Printed circuit board layout and manufacture
• Management consultancy for software
• Disaster recovery planning facilities
