The Land-Based Oceanic Industry (LBOI) is an emerging sub-sector that aims to exploit the country’s rich mineral and nutrient deep sea water through sustainable and environment-friendly technologies which will result in niche products catering for various market segments.

Project name: LBOI Water Project

The LBOI aims to develop a unique and innovative water project which includes the desalination of pure deep sea water for bottling and other productive purposes, as well as using the water’s cold properties as a source of renewable energy for cooling use in the IT and tourism industries.

Estimated cost of the complete investment: US$ 100 million.

Project site: A suitable and cost-effective site has been identified off the west coast of the country.

The following investment opportunities exist, all under public private partnership (PPP) agreements.

1. Setting up of a Green Data Centre pole to exploit the coldness properties of the water. This will create investment opportunities in Tier 3+ data centre infrastructure and a commercial alternative for data centre operators - Cost of investment: US$ 20 million

2. Pipe laying and pumping infrastructure - Cost of investment: US$ 35 million

3. Developing the LBOI park infrastructure - Cost of investment: US$ 50 million

4. Developing commercial poles within the park

5. Exploitation of the mineral and nutrient rich deep sea water: Business activities under this opportunity include premium bottled water, pharmaceuticals and health care products, cosmetics, thalassotherapy, aquaculture, aquaponics and pearl culture.

Incentives
Investors can benefit from attractive tax incentives, affordable highly skilled bilingual workforce, and political stability. The country also has preferential market access for qualifying products in COMESA and SADC.
