

Project: Pioneer Institute of Applied Electronics
Location: Kampala
Summary: Pioneer Institute of Applied Electronics was founded by the owner of Pioneer Scientific Instruments, an electronics workshop involved in the design and development of electronic and physics teaching aids, and electronic devices for general use. The objective of the institute is to train technicians at certificate and diploma levels. The institute currently has classrooms and one workshop.
Offering: The institute is seeking financing to expand workshops and acquire learning materials such as power generators, books, tools, computers, teaching aids including overhead projectors and slide projectors. The potential partner would be expected to offer guidance on curriculum, teaching methods and aids, and international accreditation.
Investment
structure: Joint venture, particularly established universities that offer similar courses.
Sector: Uganda's education sector is robust and holds potential for further development. Private sector investment has increased since the liberalisation program in the 1990s. International students earned the sector an estimated US$30-million in 2005. During the same period, education accounted for 5% of GDP and was the sixth largest sector in the economy.
Education sector incentives
1. Under VAT Statute (1996), education services are classified as an exempt supply and therefore not subjected to VAT.
2. Education materials such as text books and laboratory equipment are zero-rated.
3. Zero tax on computers.
